Elections were held in San Marino on the 8th of December for the Sammarinese Great and General Council, the 60-seat parliament of the country.
How the Election Works
- The 60 members of the Council are directly elected by universal suffrage for a five-year term.
- Political parties or blocs must have a 35 seat majority in order to form a government.
- The electoral system ensures a stability reward for the party/bloc which wins the largest vote but falls short of a majority. It is assigned a seat bonus deducted from other blocs’ seat share to ensure a majority.

In the last election in 2016, two major electoral alliances were formed, San Marino First, made up of Sammarinese Christian Democratic Party, Socialist Party and Party of Socialists and Democrats (PSD); and Adesso.sm, made up of the Democratic Social Left (DSL), Future Republic and Civic 10. Both failed to secure a majority. Adesso.sm ended up winning the second round vote and formed the government.
In this election, RETE and Tomorrow Motus Liberi formed the Tomorrow in Motion coalition, winning a total of 15 seats. The PSD and the Socialist Party entered the We for the Republic alliance while the DSL and Civic 10 are in the Libera alliance.
Since no single party or alliance were able to garner enough votes to win a majority, negotiations are expected among them in order to form a government. Per a June 2019 referendum, if the blocs are unable to reach an agreement on forming a government 30 days after the election, a runoff will be held between the two largest blocs.
